The National Economic Empowerment Fund Limited (NEEF), a licensed Micro Finance Institution Wholly owned by the Government of Malawi and through the Board of Directors is seeking services of mature, ambitious, professional Malawians with passion for results and respect for ethics to fill the following vacant positions:

1. LEGAL SERVICES OFFICER – (1 Tenable at Head Office)

KEY DUTIES AND DELIVERABLES

  • Assist in conducting litigation on behalf of NEEF.
  • Conduct research, draft legal documents, interpret laws, rules and regulations.
  • Prepare legal opinions and briefs for Management.
  • Assist in the implementation of the policy and legal functions and activities in accordance with NEEF’s regulatory requirements.
  • Provide legal support and technical advice to NEEF in drafting, implementation, review, and amendment of NEEF’s policies, contracts, Memoranda of Agreements (MOUs), and other relevant instruments.
  • Assist in ensuring NEEF’s –wide compliance with internal procedures and applicable laws.
  • Assist in the management of outsourced legal services, issuance of instructions, and briefings to external legal services providers.
  • Perform any other duties and tasks as may be assigned or delegated.
    QUALIFICATION AND EXPERIENCE
  • Bachelor of Laws (LLB) Degree obtained from a well-recognized and accredited University.
  • Unconditional admission to the Malawi Bar.
  • Possession of a valid practicing license.
  • At least 1 year of experience.

2. RISK AND COMPLIANCE OFFICER - (1 Tenable at Head Office) (Re – Advertised)

KEY DUTIES AND DELIVERABLES

  • Developing and overseeing control systems to prevent or deal with violations of legal and regulatory guidelines and internal policies.
  • Evaluating the efficiency of controls and improving them continuously.
  • Revising procedures, reports, etc. periodically to identify hidden risks or non – conformity issues.
  • Reviewing draft company policies.
  • Assessing the business’s future ventures to identify possible compliance issues and provide advice and training
  • Draw up business continuity plans/procedures.
  • Keeping abreast of regulatory developments within or outside of the fund as well as evolving best practices in compliance control.
  • And any other duties that may be assigned from time to time.
    QUALIFICATION AND EXPERIENCE  
  • Bachelor’s Degree in Business Administration, Finance, or Accounting from recognized and accredited institutions.
  • Certificate in enterprise risk management.
  • At least 3 years of experience in a financial institution.

3. IT INFRASTRUCTURE OFFICER – (1 Tenable at Head Office) (Re – Advertised)

  • Take a leading role in installing, maintaining, and support of the organization’s IT infrastructure.
  • Carrying out daily reviews of faults/incident logs to ensure that all infrastructure-related issues are timeously addressed. Carrying out quarterly preventative maintenance of all equipment
  • Implement change requests related to infrastructure
  • Participate in project implementation as assigned.
  • Conduct security checks on the infrastructure and implement remedial measures.
  • Ensure the deployment of security patches and ant-virus software for all machines in the network.
  • Configure and install routers, switches, firewalls, and other network accessories ensuring best practice and adherence to agreed standards.
  • Monitor all LAN/WAN activity to ensure high availability of service and produce appropriate reports to management.
  • Report and make follow-ups with network providers on third party related issues and ensure resolution within set timelines in line with SLAs
  • Oversee the administration of user accounts, permissions, and access rights in active directory.
  • Implement and manage overall backup and recovery strategy.
  • And any other duties that may be assigned by management from time to time.

QUALIFICATION AND EXPERIENCE

  • Bachelor of Science Degree in Computer Science, Electrical Engineering Information Technology, or related field from a recognized and accredited institution.
  • Those with Diploma/Advanced Diploma in Computer Studies plus relevant certification will also be considered.
  • Technical expertise and experience with the core infrastructure solutions and security. (i.e. firewall, proxy server, VPN concentrators, WAN technologies, OS types).
  • Sound understanding of server virtualization and Microsoft products.
  • At least 3 years of experience in a busy ICT environment.

3. PROCUREMENT ASSISTANT – (1 Tenable at Head Office)

KEY DUTIES AND DELIVERABLES

  • Assist in the preparation of yearly procurement plans based on NEEF’s plans and budget.
  • Prepare and review bidding Documents for procurement of goods, works, and services.
  • Assist in preparation of Evaluation Reports.
  • Assist in contract drafting for successful bidders.
  • Maintaining procurement records in accordance with the legal requirements to ensure that procurement processes, decisions, and contractual agreements are accurately documented for accountability and audit purposes.
  • Preparing procurement quarterly reports for submission to PPDA and monthly procurement reports.
  • Assist in coordination with user departments to ensure the correctness of the description of requirements and technical specifications.
  • Assist with tender opening procedures.

QUALIFICATION AND EXPERIENCE

  • Diploma in Procurement and Supply Chain Management or any other related discipline with a minimum of one year of experience.
  • Registered member of MIPS.

4. RECOVERIES OFFICERS – (2 Tenable at Head Office)

KEY DUTIES AND DELIVERABLES

  • Ensure 100% loan recoveries from bad debts based on your portfolio recovery targets;
  • Monitor PAR movement and effect recovery strategy to recover the old loans;
  • To enhance loan recovery due process from demand through to loan foreclosure.
  • Translate and prioritize the Collection Performance Agenda into clear business operational plans and performance targets, agreeing with Collections & Recovery Management and Recoveries Best Practice, etc.
  • Prepare monthly reports of collections and other NPLs.
  • Daily tracking of delinquent clients in collection categories defined by the Area Supervisor.
  • Recommend other loan collection strategies.
  • Follow up and track the progress of all loan recovery cases at the court.
  • Recover 100% of written-off loans.
  • And any other duties assigned from time to time.

QUALIFICATION AND EXPERIENCE

  • Diploma in a Business related field i.e. Marketing, Agriculture Economics, Economics, those with Bachelor’s Degree will have an added advantage.
  • A minimum of two (2) years’ work experience in a similar or related field.
  • Demonstrate interpersonal and communication skills and experience in dealing with issues of confidentiality and sensitivity in nature.

5. ASSISTANT ADMINISTRATION OFFICER – (1 Tenable at Head Office)

KEY DUTIES AND DELIVERABLES          

  • Keeping and updating office database.
  • Ensuring office supplies are maintained, including checking inventory and working with vendors to ensure adequate levels of necessary supplies at all times.
  • Organizing and maintaining filing systems, managing document controls.
  • Ensuring that all office equipment and Machinery are in good working condition.
  • Providing administrative support to ensure efficient operation of the office.
  • Making Travel Arrangements for staff.
  • Facilitating and processing payments for rentals, water, electricity, and other administrative expenses.
  • Performing any other duties assigned by management from time to time.

QUALIFICATION AND EXPERIENCE

  • Diploma in Business Administration, Management from a recognized and accredited college. Those with a Degree will have an added advantage.
  • At least one year of experience in a similar field.

6. ADMINISTRATIVE SECRETARY – (TEMPORARY)

The Administrative/Secretary is responsible for providing administrative support and secretarial services to the Chief Executive Officer including handling sensitive and confidential information.

KEY DUTIES AND DELIVERABLES

  • Typing documents and confidential letters for the Chief Executive Officer and members of staff.
  • Receiving incoming calls and directing them to the Chief Executive Officer, taking messages and passing them on, making outgoing calls, and attending to Chief Executive Officer Visitors.
  • Keep meeting appointments for the Chief Executive Officer.
  • Regularly check the Chief Executive Officer’s out trays and distribute the contents to the addressees.
  • Make travel arrangements for Chief Executive Officer and Senior Management in the organization i.e. flight bookings and hotel reservations.
  • Establishing and organizing, maintaining general filing system and file correspondences.
  • Organizing Board meetings and board papers.
  • Record and send all outgoing correspondence and maintain the mailing register for the Chief Executive Officer.
  • Replying and drafting routine correspondences.
  • Supervising junior staff.
  • Handling E-mails, photocopying, faxing, and making sure that office machines are in good working order.
  • Execute other tasks that may be assigned by the immediate supervisor and other Heads of the Department.

QUALIFICATION AND EXPERIENCE

  • Diploma in secretarial studies, Business Studies
  • Typing speed of 60 wpm.
  • Must be computer literate with a minimum of three years of experience.
