The National Economic Empowerment Fund Limited (NEEF), a licensed Microfinance Institution wholly owned by the Government of Malawi invites applications from suitably qualified persons with proven hands-on microfinance or banking experience to fill various positions tenable at Head Office, Regional Offices and its branches throughout the country as follow:

  1. Operations Manager. (1 tenable at Head Office)

Reporting to the Head of Operations, the incumbent will be required to provide continual support on the ground in the area of operations and recovery, following necessary policies, procedures, protocols, compliance plans and implement loan recovery strategies and processes.

Key duties and responsibilities;

  • Planning and coordinating in liaison with Branch Managers loan recovery strategies to ensure the achievement of targets in terms of loan recoveries.
  • Ensuring that Branch offices maintain updated client files and that the files are reconciled with clients and loan tracking system.
  • Providing the credit reference Bureau and reserve bank of Malawi (RBM) with reports as required from time to time.
  • Ensuring that all approved and disbursed loans are accurately and timely uploaded in the loan tracking system.
  • Regular monitoring of Branch Offices to ensure adherence to strategies and achievement of monthly targets.
  • Reviewing monthly branch funding to ensure that it is in line with monthly loan recovery and delinquent management strategies.
  • Planning and coordinating in liaison with Branch Managers loan delinquent strategies to ensure achievement of acceptable PAR.
  • And any other duties that may be assigned by management from time to time.

Qualifications and Experience;

  • Bachelor’s Degree in Business Administration, Accounting or Finance from a recognised and accredited institution.
  • At least five years’ experience in banking and /or micro finance.

  1. Credit Manager (1 Tenable in Lilongwe – H/O)

Reporting to the Head of Credit, the position is accountable, among others, for the entire credit granting process, leading the efforts in ensuring Credit Risk Management and responsible for ongoing performance management of all Credit Staff.

Key duties and responsibilities;

  • Ensuring the smooth and efficient workflow within the Credit Section.
  • Ensuring compliance of Credit processes and procedures to all applicable regulatory requirements.
  • Reviewing loan documents and liaising with internal and external parties to guarantee proper and efficient delivery of credit administration duties.
  • Conducting periodic review of Credit policy and procedures to streamline workflow.
  • Ensuring dissemination of policy, procedures and process to all lending personnel.
  • Conducting loan analysis/appraisal for all loan applications and making necessary recommendations to the Management credit committee for approval.
  • Ensuring that all loan files are maintained in proper order for every credit customer before submission for final approval.
  • Ensuring that securities for all loans are not encumbered and are properly registered with relevant institutions and that there is a robust process for the safe custody and control of all security documents.
  • Identifying delinquent accounts on monthly basis; take remedial and recovery action.
  • Ensuring that approvals from relevant authorities are held and properly filed.
  • Dealing with customer complaints and queries in an efficient and professional manner.

Qualifications and Experience;

  • Bachelor’s Degree in Business Administration/Management, Finance, Accounting, Banking, Economics or Microfinance.
  • At least five years of credit analysis related experience.
  • Overall understanding and deep insights into Credit Management.
  • Those with financial sector specific advanced courses in credit evaluation and/or administration will have an added advantage.

  1. Internal Auditor (3 Tenable in Lilongwe)

Reporting to the Internal Audit Manager, the successful candidate will be responsible for carrying out audits and investigations in accordance with procedure manuals to assess availability and effectiveness of internal controls and recommend improvements where necessary.

Key duties and responsibilities;

  • Planning, organizing and implementing the Internal Audit activities and annual work plans.
  • Conducting performance, operational, financial and compliance audit assignments.
  • Provision of consulting services to all departments and district offices.
  • Carrying out investigations.
  • Coordination of the internal audit activity with other stakeholders.

Qualifications and Experience;

  • Bachelor’s Degree Accounting/ Finance or Auditing from a recognised and accredited institution.
  • At least 3 years’ experience in internal or external auditing.
  • Those with auditing experience in a financial institution will have an added advantage.

  1. Area Supervisors (10 Tenable in Branches countrywide)

Reporting to the Regional Manager.

Key duties and responsibilities;

  • Grow the portfolio through sales and marketing of NEEF products and increase revenue through interest and non-interest income from existing as well as new credit products.
  • Maintain a healthy portfolio and effective management of arrears (Portfolio At Risk) through sound credit analysis, active credit monitoring, timely collections and recovery of bad debts.
  • Ensure 100% revenue collection through innovation, budget management and optimal generation of revenue.
  • Manage and control checks in all critical sections of the portfolio namely delinquency, income leakages, reconciliation, customer needs and report any red flags to Regional Manager in order to prevent fraud.
  • Dealing with client complaints and queries in an efficient and professional manner.
  • Submit various monthly and weekly reports and results as well as diary items in accordance with prescribed procedures and requirements.

Qualifications and Experience:

  1. Senior Human Resources Officer (1 Tenable in Lilongwe – HO)

Reporting to Human Resources and Administration Manager.

Key duties and responsibilities;

  • Assisting in formulating, reviewing and implementing human resources policies.
  • Assisting in formulating and implementing human resources plan.
  • Carrying out comparative remuneration surveys so that the company’s remuneration package is competitive.
  • Handling industrial relations issues in accordance with Labour Laws of Malawi.
  • Preparing and implementing Training and Developments Plans in line with the Fund’s Strategic Plan.

  1. IT Infrastructure Officer (1 Tenable in Lilongwe – H/O)

Reporting to the ICT Manager, the Infrastructure Specialist shall be responsible for providing primary technical support by ensuring timely installation, maintenance and resolution of technical faults on IT related equipment and network infrastructure.

Key duties and responsibilities;

  • Take a leading role in installing, maintaining and support of the organisation’s IT infrastructure.
  • Carrying out daily reviews of faults/ incident logs to ensure that all infrastructure related issues are timeously addressed.
  • Carrying out quarterly preventative maintenance of all equipment.
  • Implement change requests related to infrastructure.
  • Participate in project implementation as assigned.
  • Conduct security checks on the infrastructure and implement remedial measures.
  • Ensure the deployment of security patches and anti-virus software for all machines in the network.
  • Configure and install routers, switches, firewalls and other network accessories ensuring best practice and adherence to agreed standards.
  • Monitor all LAN/WAN activity to ensure high availability of service and produce appropriate reports to Management.
  • Report and make follow ups with network providers on 3rd party related issues and ensure resolution within set timelines in line with SLAs.
  • Oversee the administration of user accounts, permissions, and access rights in Active Directory.
  • Implement and manage overall backup and recovery strategy.

Qualifications and Experience:

  • Bachelor of Science degree in Computer Science / Electronic Engineering Information Technology or related field, from recognised and accredited institution.
  • Technical expertise and experience with the core Infrastructure solutions and security (e.g. Firewall, proxy server, VPN concentrators, WAN technologies, OS types).
  • Sound understanding of Server virtualization and Microsoft products.
  • At least three years’ experience in a busy ICT environment.

  1. Procurement Officer (1 Tenable in Lilongwe)

Reporting to HR and Administration Manager, the incumbent will be responsible for the efficient and effective management of the procurement activities.

Key duties and responsibilities;

  • Preparing an overal yearly procurement plan based on NEEF’s plans and budget.
  • Preparing solicitation documents (Request for Quotation Documents, Bidding Documents), Bid Evaluation Reports and draft contracts for consideration by the IPDC.
  • Ensuring prompt and effective action in response to User departments’ requirements.
  • Managing contracts to ensure delivery of goods and services is in accordance with the contract terms and conditions.
  • Monitoring supplier performance and record and report poor suppliers contract performance.
  • Recommending invoices for payment in accordance with contract terms and following Government legal requirements.
  • Managing the day to day interface between Users and the Procurement Unit.
  • Cordinating as necessary, the production of quarterly reports for the IPDC for submission to the Office of Public Procurement & Asset Disposal Authority.
  • Maintaining procurement records in accordance with the legal requirement to ensure that procurement processes, decisions and contractual agreements are accurately documented for accountability and audit purposes.
  • Being a secretary for the IPDC.
  • Managing bid processes in strict compliance with NEEF’s procurement policy and government procurement guidelines and legislations and producing bid analysis reports and other relevant procurement reports.

Qualifications and Experience:

  • A Bachelor’s Degree in Procurement & Supply Chain Management or any other related discipline with a minimum of three years experience; or Diploma with five years experience obtained from a recognised and accredited institution.
  • Registration with a Professional Board related to procurement.

  1. Credit Analyst (2 Tenable in Lilongwe)

Reporting to the Credit Manager, the incumbent will focus on the identification and management of external and internal credit risks that NEEF may face in granting credit facilities.

Key duties and responsibilities;

  • Conducting thorough analysis and assessment of credit requests in order for NEEF to maintain a high quality loan book.
  • Monitoring daily changes to portfolio including portfolio in arrears by Region and by Product and raise potential red flags to management immediately for remedial action.
  • Performing critical analysis of portfolios and performance to track profitability trends.
  • Collecting and analyze data related to portfolio quality and present to Credit Manager and Regional Managers for action.
  • Assisting in defining and updating credit policies and procedures, especially those related to credit risk and control mechanisms to mitigate any inherent risks.
  • Reviewing and reconciling credit files and identify discrepancies and variances that may be harmful to NEEF.
  • Developing and preparing spreadsheets and models to support analysis of new and existing credit applications
  • Facilitating and participating in the training of credit staff as required.
  • Produce weekly and monthly portfolio analysis reports on Product trend analysis, overall PAR Analysis, unsecured loans, PEPs loans, loans due for Impairment, etc.
  • Identifying performance gaps and training interventions for all credit staff to up-skill their product knowledge.

Reporting to the Chief Executive Officer.

Key duties and responsibilities;

  • Developing and overseeing control systems to prevent or deal with violations of legal and regulatory guidelines and internal policies.
  • Evaluating the efficiency of controls and improve them continuously.
  • Revising procedures, reports etc. periodically to identify hidden risks or non-conformity issues.
  • Reviewing draft company policies.
  • Assessing the business’s future ventures to identify possible compliance issues and provide advice or training.
  • Draw up business continuity plans/procedures.
  • Keeping abreast of regulatory developments within or outside of the Fund as well as evolving best practices in compliance control.

  1. Assistant Accountant ( 1 Tenable Lilongwe – HO)

Reporting to Financial Accountant.

Key duties and responsibilities;

  • Reconciliation of all General Ledger accounts on Trial Balance on monthly basis.
  • Ensure accurate weekly postings to the General Ledger and other sub-ledgers in terms of coding, description, dates, etc.
  • Reconcile Bank Accounts on monthly basis.
  • Checking petty cash reconciliations on daily basis as well as surprise checks and ensuring that cash re-imbursements are timely.
  • Ensuring that all loans submitted have been paid.
  • Ensure that all payroll costs are paid and delivered to the respective institutions by the last working day of the month.
  • Reconciliation of Staff Advances and loans on monthly basis.
  • Timely consolidating salaries’ journals, provisions, accruals and prepayments adjustments on monthly basis
  • Ensure completeness of journals and cashbook input vouchers in terms of supporting documents, approvals, narrations and filing.
  • Ensure that all documentation for cheque payments have comprehensive supporting documents (LPO and Purchase Requisition) properly authorized and endorsed by respective Heads of Department or line managers.
  • Ensure creditors are paid in time after carrying out thorough creditor’s reconciliation according to Suppliers Statement.

  1. I.T Applications Officer (1 Tenable in Lilongwe – H/O)

Reporting to IT Manager.

Key duties and responsibilities;

  • Maintaining, upgrading and enhancing of systems used by the organisation.
  • Support installations and implementations of software applications in the organisation.
  • Documenting the solution design and aid in development and delivery of integration enhancements.
  • Business processes automation.
  • Ensuring timely provision of MIS reports.
  • Ensuring system availability at all times and ensures that any problems are resolved expeditiously.

  1. Loan Officers (90 Tenable in Branches Countrywide)

Reporting to Area Supervisor.

The job of a loan officer is to create and maintain a sound and profitable loan portfolio.

Key duties and responsibilities;

  • Promoting all NEEF loan products.
  • Mobilizing loan groups or individual clients.
  • Training in group dynamics, business and credit management.
  • Appraising loan applications.
  • Aggressive on-time monitoring of loan repayments.
  • Timely reconciliation of loan account transactions using NEEF core banking system.
  • Recovering of loans as an individual or a team.
  • Monitoring of performance of enterprises and recommending preventive actions on declining enterprises.

Qualifications and experience

  • Minimum a Diploma in Business Administration, Marketing, Banking, Finance, Economics, Accounting, community Development, Agriculture Education or Education from a recognised and accredited institution.

  1. Data Entry Clerk (24 tenable in Regional Offices)

Reporting to Finance and Administration Officer.

Key duties and responsibilities;

  • Capturing client information in the system (KYC)
  • Ensure 100% capturing and creation of duly approved loans.
  • Ensure that data to be posted comply with BR System requirements.
  • Analyse data based on product specifications
  • Capture deposit slips from Regions to reduce PAR in both systems.
  • Ensure that data to be captured is properly verified and supported by relevant documents.

Qualifications and Experience:

  • Certificate in Information Technology or related field from recognised and accredited institution.

  1. Accounts Assistant ( 1 Tenable Lilongwe – HO)

Reporting to Assistant Accountant.

Key duties and responsibilities;

  • Ensure accurate weekly postings to the General Ledger and other sub-ledgers in terms of coding, description, dates, etc.
  • Proper filing of all accounting documents.
  • Taking custody of petty cash.
  • Ensuring that all loans submitted have been paid.

Reporting to Administration Officer.

Key Duties and Responsibilities;

  • Attending to Clients.

  • Taking and ensuring messages are passed to the appropriate staff on time.

  • Custodian of all vehicle equipment.

Qualification and Experience

  • Applicants must have MSCE.
  • Must have EB and CL Driving License.
  • Must have at least 3 years work experience.
